La paz en Centroam\u00e9rica, 1987-1990. El Plan Arias desde adentro <\/em>covers the period from August 1987 till the end of the Arias administration (1990). The peace negotiation described in it is one of the bravest and most decisive episodes in the history of Central America. A moment when the region became the focus of global attention and at a time when colossal forces bore down on the Central American peoples\u2019 destiny, who found themselves in a scenario of civil strife that put an end to hundreds of thousands of lives and produced millions of refugees. We should go back in time and relive the features of the time; the cruelty and the extension of the war and the fear of a general confrontation that would sooner or later involve the Costa Rican territory and population. It is difficult to imagine the harsh economic conditions then faced by Central America; the immense international pressure it suffered and the suspicion with which many considered the possibility to find a pacific solution to the conflict.<\/p>\nThat is undoubtedly one of the main contributions of this publication: to accurately reflect, as Cristina Eguiz\u00e1bal points out, the \u201cclimate of the period\u201d turning to different historiography sources. It is unique research work. Access to all the characters of process was possible an almost all of them were interviewed; almost all the sources employed were primary, even the personal agendas and mimeographed document belonging to the personal archive of our founder and main character: \u00d3scar Arias. The analysis and systematisation of the material was carried out by specialists and qualified scholars. It is the result of twenty five years of work. During this time, the processes and the individuals matured, the CIA and the KGB archives were declassified and the \u201cProcedure to establish a firm and lasting peace in Central America\u201d was colloquially referred to as the \u201cArias Plan\u201d within the academic and the political field.<\/p>\n

El Plan Arias desde adentro\u201d recoge el per\u00edodo que va desde agosto de 1987 hasta el final de la Administraci\u00f3n Arias (1990). La negociaci\u00f3n de paz descrita en \u00e9l constituye uno de los episodios m\u00e1s valientes y decisivos en la historia de Centroam\u00e9rica. Un momento en el que la regi\u00f3n se vio en el foco de la atenci\u00f3n global y en que fuerzas colosales pesaban sobre el destino de los pueblos centroamericanos, sumidos en un escenario de enfrentamiento civil que cobr\u00f3 cientos de miles de vidas y produjo millones de refugiados. Deberemos trasladarnos en el tiempo y revivir los rasgos de aquella \u00e9poca: la crueldad y la extensi\u00f3n de la guerra y el temor a una confrontaci\u00f3n generalizada que acabar\u00eda por involucrar, tarde o temprano, al territorio y a la poblaci\u00f3n costarricense. Es dif\u00edcil imaginar las duras condiciones econ\u00f3micas que entonces enfrentaba Centroam\u00e9rica, la inmensa presi\u00f3n internacional que recib\u00eda, y la suspicacia con que muchos sopesaban la posibilidad de encontrar una salida pac\u00edfica al conflicto.<\/p>
Esa es, sin duda, una de las aportaciones centrales de esta publicaci\u00f3n: el reflejar fielmente, como lo indica Cristina Eguiz\u00e1bal, el \u201cclima de la \u00e9poca\u201d, recurriendo a distintas fuentes historiogr\u00e1ficas. Se trata de una investigaci\u00f3n \u00fanica. Se tuvo acceso a todos los protagonistas del proceso y a la mayor\u00eda se les entrevist\u00f3; casi todas las fuentes empleadas fueron primarias, incluso agendas personales y documentos mimeografiados pertenecientes al archivo personal de nuestro fundador y principal protagonista, \u00d3scar Arias. El an\u00e1lisis y sistematizaci\u00f3n del material fue realizado por especialistas y estudiosos cualificados. Han sido veinticinco a\u00f1os de trabajo. En su transcurrir, los procesos y los individuos maduraron, los archivos de la CIA y de la KGB se desclasificaron, y el \u201cProcedimiento para establecer la paz firme y duradera en Centroam\u00e9rica\u201d pas\u00f3 a llamarse coloquialmente \u201cPlan Arias\u201d en \u00e1mbitos tanto acad\u00e9micos como pol\u00edticos.<\/p><\/div>
