a dependent institution of the UN, located in Costa Rica. Balas claimed that this collaboration is the result of a commercial and institutional mission carried out by the Regional Government of Extremadura and the University of Extremadura in Costa Rica \u201cone of the preferential countries of Extremaduran external action\u201d. This priority implies, Rosa Balas stated, an economic, institutional and academic collaboration.<\/p>\n<p>The European and Ibero-American Academy of Yuste Foundation and the University for Peace have elements in common, especially because they are spaces to be trained, reflect, think and get to know the reason why conflicts occur in the world and how we may tackle them.<\/p>\n<p>The head of External Action claimed that much will be said about the United Nations during the following three days, especially about two resolutions. One is Resolution 3555, by which the University for Peace was created 38 years ago during the peace process in Central America. In this sense, Balas anticipated that the peace process will be introduced during the course with the presentation of the book <em>La paz en Centroam\u00e9rica. El Pan Arias desde adentro<\/em>, carried out by one its authors: Cristina Eguiz\u00e1bal, the current Ambassador of Costa Rica in Italy.<\/p>\n<p>The other UN Resolution referred to by Balas, which will be mentioned in the course, is Resolution 1325, about the implementation of gender in all security and defence actions, in conflict resolution as well as in the role that women play in the maintenance of peace and diplomacy.<\/p>\n<p>Finally, the Director General of External Action encouraged students to take advantage of this space to academically train themselves, but also to \u201cestablish bonds as stated by the Sustainable Development Goal 17, to establish alliances among students and interact with the speakers in order to discover which are the origins of the conflicts in order to tackle them\u201d.<\/p>\n<p>The Rector of the University for Peace and Director of the course, Francisco Rojas, highlighted that being able to reflect upon security issues at present is \u201can essential subject at this given time where governability in Latin America is, once again, a fundamental issue \u2013in relation to this is the subject of people\u2019s lives- where, in spite of being a region where there is interstate peace, there are more deaths than in a traditional war\u201d.<\/p>\n<p>The Director of the University of Extremadura\u2019s Cultural Activities\u2019 Secretariat, Jos\u00e9 Mar\u00eda Conejero, stressed that even though it is evident that much progress has been made in the achievement of the Sustainable development Goals, there are yet \u201cmany challenges to face and much work to do\u201d. That is why he highlighted the organisation of this course \u201cin the spirit to foster comprehension, tolerance and stimulate cooperation in order to face these challenges\u201d, from different perspectives, as the strategies to face global security threats may be; the consolidation of peace in post conflict sceneries; democratic strengthening and human rights to foster peace; the focus on gender in global security and conflict resolution and the negotiation and mediation for conflict management.<\/p>\n<p>Conejero specified that part of the definition of the Sustainable Development Goal 16 deals with the promotion of the construction of responsible and efficient institutions at all levels. In this sense, \u201ceveryone, society in general and institutions particularly, should be critical and assume responsibilities in order to face these challenges\u201d. In the case of universities \u201cwe have to assume the responsibility as far as the training of those that will have to face these challenges some day is concerned; responsibility not only of the technical and specific competences in the performance of its exercise, but also concerning interdisciplinary cross-sectional competences to face these challenges, such as social responsibility, education in gender equality or the capacity to make just and efficient decisions\u201d, he pointed out.<\/p>\n<p>Among the speakers are: the President of the Culture of Peace Foundation and member of the Academy of Yuste, Federico Mayor Zaragoza; the Director of the Education and Research Centre for Peace (Centro de Educaci\u00f3n e Investigaci\u00f3n para la Paz) and co-Director of the Institute of Human Rights, Democracy and Culture of Peace and Non-Violence (DEMOSPAZ), Manuela Mesa; the Ambassador of the EU and member of the European Union\u2019s External Action service, Nicol\u00e1s Berlanga Mart\u00ednez; the head of International Action in the Movement for Peace (MPDL), Marta Iglesias L\u00f3pez; the Chancellor of University for Peace and former President of the European Parliament, Enrique Bar\u00f3n Crespo; the General Secretary of FLACSO, Josette Altmann; the Ambassador of Costa Rica in Italy, Cristina Eguiz\u00e1bal and the Advisor to the Presidency of the Spanish Government and former Director of the Office of the European Council on Foreign Relations (ECFR) in Madrid, Francisco de Borja Lasheras.<\/p>\n<p>40 grant holders from the University of Extremadura; the Autonomous University of Madrid; the University of Barcelona; the University of Seville; the Rey Juan Carlos University; the Pontifical University of Salamanca; the University of \u00a0Comillas; the University of Cantabria; the Complutense University of Madrid; the University of Ja\u00e9n; the University Carlos III; the University of Granada; the University of Lleida; the University of Alcal\u00e1 de Henares; the University of Miguel Hern\u00e1ndez de Valladolid and from the Universidade Europeia de Lisboa will attend the course as well as 12 professionals from third sector entities of Extremaduran cooperation; NGOs, associations and foundations. Balas ha se\u00f1alado que esta colaboraci\u00f3n es fruto de la misi\u00f3n comercial e institucional que realiz\u00f3 la Junta de Extremadura y la Universidad de Extremadura a Costa Rica, \u201cuno de los pa\u00edses preferentes de la acci\u00f3n exterior extreme\u00f1a\u201d. Esta prioridad se traduce, ha dicho Rosa Balas, en una colaboraci\u00f3n econ\u00f3mica, institucional y acad\u00e9mica.<\/p><p>La Fundaci\u00f3n Academia Europea e Iberoam\u00e9rica de Yuste y la Universidad para la Paz tienen elementos comunes, sobre todo por ser espacios para formarse, reflexionar, pensar y conocer el origen de por qu\u00e9 se producen los conflictos en el mundo y c\u00f3mo podemos combatirlos.<\/p><p>La responsable de Acci\u00f3n Exterior ha indicado que durante tres d\u00edas se hablar\u00e1 mucho de las Naciones Unidas y especialmente de dos resoluciones. Una la 3555, a trav\u00e9s de la cual se crea la Universidad para la Paz hace 38 a\u00f1os en pleno proceso de paz en Centroam\u00e9rica. En esta l\u00ednea, Balas ha adelantado que durante este curso se conocer\u00e1 este proceso de paz con la presentaci\u00f3n del libro \u2018La paz en Centroam\u00e9rica. El Plan Arias desde adentro\u2019, a cargo de una de sus autoras, Cristina Eguiz\u00e1bal, actual embajadora de Costa Rica en Italia.<\/p><p>Otra resoluci\u00f3n de la ONU a la que se ha referido Balas, y de la que se hablar\u00e1 durante este curso, es la 1325, que trata de la implementaci\u00f3n de g\u00e9nero en todas las acciones de seguridad y defensa, en la resoluci\u00f3n de conflictos, as\u00ed como el papel de la mujer en el mantenimiento de la paz y en la diplomacia.<\/p><p>Por \u00faltimo, la directora general de Acci\u00f3n Exterior ha animado a los alumnos a que aprovechen este espacio para formarse acad\u00e9micamente, pero tambi\u00e9n para \u201cestablecer lazos como especifica el Objetivo de Desarrollo Sostenible 17 de establecer alianzas entre los alumnos y a que interact\u00faen con los ponentes para descubrir cu\u00e1les son los or\u00edgenes de los conflictos par poder combatirlos\u201d.<\/p><p>Por su parte, el rector del Universidad para la paz y director del curso, Francisco Rojas, ha destacado que el poder reflexionar sobre cuestiones de seguridad, hoy en d\u00eda, es un \u201ctema esencial en estos momentos en los cuales la gobernabilidad en Am\u00e9rica Latina vuelve a ser un asunto fundamental, asociado a esto el tema de la vida de las personas, donde siendo una regi\u00f3n de paz interestatal tenemos m\u00e1s muertos que en la guerra tradicional\u201d.<\/p><p>El director del Secretariado de Actividades Culturales de la Universidad de Extremadura, Jos\u00e9 Mar\u00eda Conejero, ha subrayado que aunque es evidente que se ha avanzado bastante en la consecuci\u00f3n de los Objetivos de Desarrollo Sostenible a\u00fan quedan \u201cmuchos retos por abordar y mucho trabajo por hacer\u201d. Por eso, ha destacado la organizaci\u00f3n de este curso \u201ccon el esp\u00edritu de fomentar la comprensi\u00f3n, la tolerancia y estimular la cooperaci\u00f3n para hacer frente a esos retos\u201d, desde distintas perspectivas como las estrategias para hacer frente a las amenazas de seguridad global; la consolidaci\u00f3n de la paz en escenarios de postconflicto; el fortalecimiento democr\u00e1tico y derechos humanos para el fomento de la paz; el enfoque de g\u00e9nero en la seguridad global y la resoluci\u00f3n de conflictos y la negociaci\u00f3n y mediaci\u00f3n para la gesti\u00f3n de conflictos.<\/p><p>Conejero ha detallado que una parte de la definici\u00f3n del Objetivo de Desarrollo Sostenible 16 habla de promover la construcci\u00f3n de instituciones responsables y eficaces a todos los niveles, en este sentido, \u201ctodos, la sociedad en general y las instituciones en particular, debemos ser cr\u00edticos y debemos asumir responsabilidades para hacer frente a estos retos\u201d. En el caso de las universidades \u201ctenemos que asumir la responsabilidad en cuanto a la formaci\u00f3n de aquellos que un d\u00eda tendr\u00e1n que afrontar estos retos; responsabilidad no solo en cuanto a las competencias t\u00e9cnicas y espec\u00edficas para el desempe\u00f1o de su ejercicio, sino tambi\u00e9n en cuanto a competencias transversales interdisciplinares para abordar esos retos como la responsabilidad social, la educaci\u00f3n en la igualdad de g\u00e9nero o la capacidad para tomar decisiones justas y eficaces\u201d, ha se\u00f1alado.<\/p><p>Entre los ponentes est\u00e1n el presidente de la Fundaci\u00f3n Cultura de Paz y miembro de la Academia de Yuste, Federico Mayor Zaragoza; la directora del Centro de Educaci\u00f3n e Investigaci\u00f3n para la Paz y codirectora del Instituto de Derechos Humanos, Democracia, Cultura de Paz y No violencia, Manuela Mesa; el embajador de la UE y perteneciente al Servicio de Acci\u00f3n Exterior de la UE, Nicol\u00e1s Berlanga Mart\u00ednez; la responsable de Acci\u00f3n Internacional en Movimiento por la Paz (MPDL), Marta Iglesias L\u00f3pez; el Canciller University for Peace y expresidente del Parlamento Europeo, Enrique Bar\u00f3n Crespo; la secretaria general de FLACSO, Josette Altmann; la embajadora de Costa Rica en Italia, Cristina Eguiz\u00e1bal; y el asesor de la Presidencia del Gobierno de Espa\u00f1a y exdirector de la Oficina en Madrid del Consejo Europeo de Relaciones Exteriores (ECFR), Francisco de Borja Lasheras.<\/p><p>Al curso asisten 40 becados de las Universidades de Extremadura, Aut\u00f3noma de Madrid, Barcelona, Sevilla, Rey Juan Carlos, Pontificia de Salamanca, Comillas, Cantabria, Complutense de Madrid, Ja\u00e9n, Carlos III, Granada, Lleida, Alcal\u00e1 de Henares, Miguel Hern\u00e1ndez de Valladolid y de la Universidade Europeia de Lisboa, as\u00ed como 12 profesionales pertenecientes a entidades del tercer sector de la cooperaci\u00f3n extreme\u00f1a: ONGD, asociaciones y fundaciones.
