To achieve this they take on the capacity to establish a collections system allowing them to be adequately funded. In return they are making a commitment to citizens to provide the services they demand.<\/p>\n<p>In this context, we pose the question of whether the Catholic Church and other similar institutions should form part of the services that citizens can ask the state to fund, and what the procedure should be for doing so.
