EUROPEAN UNION – LATIN AMERICA AND THE CARIBBEAN RELATIONS IN THE FRAMEWORK OF THE COUNCIL’S PRESIDENCIES OF THE EU AND THE EU-CELAC AND IBERO-AMERICAN SUMMITS

This course will be co-organised by Yuste Foundation and EU-LAC Foundation, in collaboration, Euroamérica Foundation, the Ibero-American General Secretariat (SEGIB), the University of Extremadura and National Heritage, and intends to continue the Foundation’s line of action in the analysis of EU-Latin America and the Caribbean relations.

In a context of uncertainty, such as the one we are currently experiencing in the wake of climate change, the digital challenge and recent events, ¾especially the invasion of Ukraine by Russia a little over a year ago, causing not only the shaking of the foundations and the global socio-economic and geopolitical balance, increasing the polarisation in international relations, and inducing a terrible energy and food crisis at the same time that it is having a terrible direct socio-political impact on citizens and thus in governance and political priorities, all this when we were beginning to emerge from a terrible pandemic that had claimed millions of lives, and had pushed our economies and governance systems to the limit¾ it is worth considering how we can tackle these global challenges by improving relations between the European Union and Latin America and the Caribbean. All of this without forgetting the added instability in some countries of the Latin American region where, beyond the worrying data of economic development, we are seriously concerned about the risk of democracy in an already complicated context.

The course will be organised within the framework of the Spanish presidency of the EU Council. On this occasion, particular account will be taken of the importance and perspective of the presidencies of the Council of the European Union, at a time when Spain is assuming the presidency, which presents an opportunity to strengthen relations between the two regions taking the strong historical, political, cultural, economic, social and economic relations existing between that country and the Ibero-American region into account. At the same time, the role of the EU-Latin America and the Caribbean Summits, as well as the Ibero-American ones are worthy of analysis as are the possible instruments of dialogue and cooperation that enable us to exploit the full potential that a stronger and more strategic partnership would offer to both regions at a time of global geopolitical turmoil, and with major global threats and challenges that need to be addressed together.

The main objective is to address how the challenges faced at global level, taking the Sustainable Development Goals into account, contribute ¾with training, reflection, debate and transfer of knowledge¾ to a greater study and improvement of the implementation of strategies that contribute to the construction of peaceful, supportive and egalitarian societies.
